Remember When The Council Fought For Us?

A few years back the City Council of Dearborn Heights fought the Mayor until they got what they wanted. They as a body took away the cars being taken home by every department head in the City. The Mayor whined and yelled if he could have he would have thrown himself on the ground and kicked is legs and had a good old (baby fit). Ah the good old days. The days when the Council was doing something they fought for what was right. That was a breif moment in time about 2 years. Oh, but what two years they were. Anyone remembers Councilwoman Horvath going after the Mayor for the NSP program, the illegal woman hired by the Mayor. The Cars and so much more yes Councilwoman Horvath did that hard to believe right? Some of the fight has gone out of Councilwoman Horvath in the past few years.

Anyone remember this,

There is no cost to this the mayor just does not want to do it God forbid we would know who is spending what and when. Councilwoman Horvath said she wants to keep on this she does not want this to “wither and die on the vine”.. She has his number and so does councilman Tom Berry. Mystery companies all of a sudden there are other companies interested in this and at a better rate than FREE. The only thing better than FREE is if they PAY the CITY to use it.  Like so many other things that the council want’s done and the Mayor does not, it just “withers and dies) never to be bought up again. IT is just one in recent history that I can think of. Our Parks and Recreation Director is considering a position with another city; that being said we should eliminate the position from the budget. This would save an additional $120,000 and place us in a position to join a regional recreation department/director. This regional approach will come sooner than later based on the legislature’s and Gov. Rick Synder’s intended actions.

Councilman Kosinski spent two (2) council meetings and one (1) study session to discuss how many invoices are coming in from the Fire Department. Worried was poor Councilman Kosinski that to many working hours spent dealing with those invoices.. Come on.. That’s the best this Council can do now? Councilman Kosinski you would spend all that time fretting over a bunch of invoices, but you’re not worried that all these years there hasn’t been a policy in place to monitor the usage of the City owned vehicles.

Does Council now want to turn a blind eye to what’s going on?  What happened to that group of people who asked and fought for what they knew was right? I’ve said it many times and it’s been said to me many times that the Job of the Council is to monitor the money. The Administration Councilman Berry isn’t going to do it. It’s up to you as a body to put some rules, regulations something in place and to monitor what ever you put in place. Make sure that it’s being done. Get some GPS on those cars find out where those cars are going. Find out who is filling up on that fuel and when. Councilman Berry you brought it up before it was a good idea what happened?

Those of you who just ran for re-election had the option not to. You wanted your seats back the voters put you back there. So what are you going to do? Just sit on your hands and hope that everything will take care of its self. All that fire turned towards Councilwoman Badalow at the last meeting got any of that “fire” for the Mayor and his crap? Hasn’t it become obvious that the administration isn’t willing to put any policies in place. Non of you are new to this some of you have been dealing with the man for years. Oh I know it’s not your jobs to make policies and I know just what the Mayor will say “You’re micro managing.” So what? micro manage away and do the right thing. It’s apparent to all of us non of you are sitting there for the money (the salary of a council member is a joke.)  I want to believe that you are at that table because you care about the City and it’s taxpayers.

You all played nice during and before the election, non of you “kicked up any dust.” Well it’s time to do some “kicking” as a body you have the opportunity to make some much-needed changes in our City.  Are you willing to make those changes? Are you willing to bring the City into the 21st century or are we to sit back and look old and depleted. Are any of you willing to bring new and innovated ideas to the City? Who’s finding out what Dearborn is doing with our website? Who on the Council is going to make sure that the City (like every other City around us) has a Face Book page? Who on the Council wants to make sure that we have a twitter account. Who on the Council want’s to see to it that text messaging alerts to residents who sign up for it is available.  Maybe someone on the Council can suggest  a committee  to handle the Website, and social media get some of the younger generation involved in some of this stuff. Members appointed by you the Council.

    What’s really disturbing, is that the marge seems so docile about it.
    Being a women she should be fist pounding about it, instead she belittling the residents on the blog.

    I can say that councilwoman Horvath is far from docile about this issue. She’s just not shouting from the roof tops about what she’s doing. I know for a fact that this issue has pissed her off. My words not hers, but I’ve heard from more than one person how angry she is.

How could “she” possibly “see” what you don’t post – or erased and wrote again? I will repeat what I said before – somethin’s fishy! From what I know about computers, you’d have to be able to access more than what we as the bloggers can see. Me thinks there’s something funny goin’ on. Seems to me that only IT should be able to access that but I know that “some” people in the mayor’s office have that access, too.

    Without any dough, Councilwomen Horvath is the dean of Dearborn Height school of Transparent politics, She continue to provide honest representation to all DH citizens with unparalleled commitment to upheld her civic duties.

    She started getting her feet wet in DH political mud long time ago, back to late mayor Van Houten days, she worked on his campaign to defend the defeated recall against him, that recall involved some current city elected officials. Her days goes further to the time when she was picket “for her superb administrative ability and municipal institutional knowledge” by retired mayor Canfield to be her Assistant, she resigned her seat and accepted the appointment, that appointment was short lived with the retirement of Mayor Canfield. According to her public statements she want to continue in her post with mayor Paletko, but her wishes evaporated in thin air when mayor Paletko choose the current assistant over her, she become so disgusted and upset when mayor Paletko fired her and she ended-up loosing her seat and her job together. She carried on and re-elected to the council. Her opposition to some of mayor Paletko actions are publicly documented. One of the mayor actions that was opposed by her is documented in this video and shown a lot of courage and cares for what is right and wrong, please watch the video in this post.

    In the last 4 years or so, she probably among the other city officials become so overwhelmed with the economic conditions of our nation, that and according to city financial reporting to the state on (Munetrix) lead them to spend over $11 millions over the general fund revenues leading to a $5.5 million deficit that required DH citizens to pay little less than 3 mills of extra taxes to avoid the state take-over and the elimination of city services.

    In a nut shell, Dearborn Heights financial shortfall may possibly would’ve been avoided if cutting spending was started back some time in 2008-9. Comprehensively they lost the financial control of the city general fund management and the citizens come to aid and bail them out fearing the double edge sharp sward of the state appointed Emergency Financial Manager. The additional taxes is about $ 3 millions per year. Hopping that when we pay-off the general fund debits will eliminate the additional taxes and save the citizens few dollars.

    The financial problems normally are in the nuts and bolts of the process details, that is probably why Councilwomen Badalow asked for the investigation of budgets, she voted “NO” on those budgets since 2009.

    Councilwoman Horvath is NO fan to anybody she understand the complexity and the sensitivities of some issues facing the city and will act, not react “accordingly”.

    As for the recent clerk office issue, its playing in the public domain after been released to the public by the city council in a censorship resolution on December 3, 2013 during normal council meeting with 7 yes and no veto by the mayor. Noting that the council choose not to release and publish the “investigative report” about the matter in the council agenda.

    Kathy, this might not be the Mona that has come here before and is just pretending to be a former poster to start a little havoc or else someone has hacked into the administrators section of your blog and are posting crap to make you look bad. Hearing of the dirty tricks that were played against Janet during the campaign it would not surprise me in the least if someone did hack into this blog pretending to be you or someone else..

    Qmom10, no one has ever knocked Marge’s accomplishments. However, she cannot rest upon past laurels. If she didn’t want to fight for the city anymore she should not have tossed her hat into the ring. There are serious problems in this city that are not being resolved and she is not doing a darn thing about them except to get pissed that the clerk said inappropriate things to two women ( I am not discounting this incident). However, having rats and blight taking over your neighborhood should at least be right up there with the clerk incident. When there is no accountability for the money spent by our city that should at least be on the same level as the clerk’s incident.

    Sour grapes and whining, what a load of BS. Something I would expect to hear from someone who can’t see reality as to what this mayor and council are doing (rather not doing) that is bringing this city down. I was voicing my displeasure with the mayor and council long before Janet even thought about running for mayor.

  10. True service is done unselfishly and from your heart, something Councilwoman Horvath has exemplified in the City of Dearborn Heights for over 40 years. Those of us who have witnessed her over the top 24/7 service and generosity to the people of this City recognize this, hence her re-election over and over with minimal campaigning. She has never had an ulterior motive, something that I can’t say the same for with this new generation of city government. Excuse me ma’am but Marge’s accolades, awards and honors through to the State level for her service and volunteerism, are too numerous to list but surely you have some computer skills, look for them. You obviously don’t know Marge. If you did you would know she’ll never supply them for you. I took the time to go through this blog, back years of comments, it’s a simple very few that comment repeatedly. What surprises me most is that Marge interacts with those “simple” few. What I sit back and see in this latest instance is “sour grapes” being served up by somebody’s minions and Councilwoman Horvath has become the “whine” of the day.

  12. Wow, Mona. Perhaps you need to read Kathy’s response to you again. I saw NOTHING that threw you under the bus. And as to your comment, Kathy, about Marge – why is she so pissed at Walt? What about the mayor? I keep asking this question over and over and over and not once have I gotten a response. How can you be mad at Walt for DOING THE SAME THING FOR WHICH THE MAYOR IS GUILTY? And as to Apigian, he was the ONLY council member that made an intelligent (yes, go figure) response to Berry’s suggestion that Janet’s investigation be done by the administration. Berry’s the one that said he “didn’t have the time” to do an investigation. I’ve also heard that one city official wanted all the department heads to get together and go to the mayor and ask him to fire his assistant. Huh. Someone straightened him out. Too bad, too. With him gone, that would have been a start in getting rid of one of the bad apples.

  13. Okay, just want to get my facts straight. The city clerk made inappropriate verbalizations to two women who work in his depart. These two women reported the incident. Council took the only action they could which is to censure the clerk. Councilwoman Horvath is very angry about the incident because all the council could do was censure him for it and not make him leave office.

    My questions:

    1. When did the above incident happen?
    2. Did the clerk admit to or deny the accusations made against him?

    No need to go into grizzly details but there should be a meeting where these types of matters should be discussed with citizens that show their ID’s and are on the list of registered voters This will separate the people who are concerned about their city from those who simply want to gawk and gossip.

    Half facts, half truths do more to ruin a person’s reputation so its better to let concerned citizens know what is going on than let rumors educate us. Our council needs to know there is a definite line between confidentiality and secrecy. If you hold a public, elected office your actions will be scrutinized, you knew this when you sought a public office.

    I would like to say that I just watched the council meeting and heard councilman Berry read the opinion from corporation counsel. The censure was as councilman Berry stated against the City Clerk.

    On a side note I’ve heard that someone is starting a recall against the Clerk. Before you get to far you should know that he has to be in office for 6 months before you can start this. That’s 6 months from January after he takes office. I don’t know who they are if you come here just thought I’d let you know. If someone comes here and knows who it is please pass the information on to.

    As to the meeting all I can say is how sad 3 important issues brought to the council by councilwoman Badalow. As near as I can tell one sent back for study session ( it will never happen.) The other one died there was no second on the motion. And the other not sure what happened. I think if Councilwoman Horvath could have hit councilwoman Badalow she would have. Just when I thought the fight was out of her she proved me wrong. Hope you will save some of that fight for the Mayor and the issue of cars, fuel, and use.

    Transparency a nice concept and the word was used a lot at the meeting. Doesn’t mean anything if the council doesn’t make sure that things are transparent.

    The word investigation shouldn’t scare you guys ( council) so much. Do the dam investigation and once and for all bring to light what many of you who’ve been sitting on that council know is going on. You know what I’m talking about and you know who you are that I’m talking to. Grab the bull by the horns and get it done enough of this pussyfooting around already. Don’t worry Ned you don’t have to do anything you can still sit there and look pretty. The others will take care of it. You seamed so worried about investigation as if you might have to do something.

  18. Let’s just say, Truthtelling, that Walt made some “remarks” to the women which should never have been made. And yet again Marge never answered my question about the lawsuit against the mayor for pulling up PORN ON HIS CITY-OWNED COMPUTER. Walt was sanctioned but what about the mayor, Marge? Why didn’t you sanction him? And Constitution, everyone is entitled to their own opinion but do you really see Marge’s involvement on this blog as honest and transparent? The only thing that’s transparent from Marge (to me) is her disgust for all of us. And Marge your comment – rats go where the food source is – huh. I don’t have any food sources in my yard and neither do my neighbors. So why do we have rats? The fact is you’re clueless when it comes to the reasons as am I. I just know I want them gone. A friend who lives in Dearborn told me to call my city when I told her about the rats. She says all you have to do is call Dearborn and they come right out to take care of it. Not so in my city. Once again, Marge – why didn’t you question the mayor about why he hasn’t made sure the Ordinance Officers are PROPERLY TRAINED as Vector Control Officers. As was stated before, he had this program handed to him on a silver platter and he didn’t make sure it was done. You come on this site, Marge, and all you do is show your anger and disgust with us. Why don’t you give us some of those “ideas” you say you’ve had? Instead of being negative and rude, try being positive and SHOW us we (or I should say they) elected the right person for the job. So far, to say I’m not impressed would be stretching it.

The council publicly issued a public verdict representing the city residents without publishing all the facts “censuring the city clerk” based on what?     Your comment implied laziness whether you used the word or not.

    Your statement that you work for all the citizens and not just the ones on this blog, made me laugh. Since when have you worked on any of the problems posted by people on this blog. Please tell us..
    You have done nothing about the rats, blight, the mayor breaking the charter and the lack accountability and transparency in the city government. Also the fact that the mayor dropped an F-Bomb on two residents should have made you angry enough to call him on it. Here is what you did do, you voted to censure Walt, Why? because he told the truth and made you all look bad.

    Also, I pay my taxes to have ordinance officers remind people they are not keeping their property up and to write fines if they do not comply. I don’t have that authority.

    At the last council session Councilman Baron told people to clean the street in front of their house. Now you are telling me that I need to remind people to keep their properties up. So now tax payers are supposed to be street cleaners and ordinance officers. What the heck am I paying close to $3,000.00 a year in taxes for????.

    Also would the Kiwanis fall to pieces if you missed one meeting and came to one SWDHNA meeting?

    Why don’t you post on this blog what your ideas for the city are and how you intend to implement them.

    You choose to communicate on this blog and I believe that a good move by you, and I’m honored by your public engagement in the public matters that been discussed on this blog.

    I hope you can answer few questions about public matters, as mush as you can, and your limitations also understandable and acceptable.

    Its the civic duties of all citizens to become involved in their local governments but that will depends on every individual situation and degree of importance.

    Based on my expectations, you never disappoint!

    Perhaps, in your next response you might want to respond to the questions asked of you, and the important issues presented. Instead you become defensive.

    You’ve closed your eyes to all the charter violations. You ignore suggestions for improvements. You fail to address important issues and just follow the “crowd”.

    You have become accustomed to the “knee jerk” reaction of defending yourself.

    There are a multitude of important issues, but instead you deflect.

    Why don’t ALL city vehicles, including trucks, have a city logo? Why don’t employees who drive city vehicles AFTER hours have to account for their mileage?

    Why are people hired for jobs in which they never work?

    Why are city officials allowed to violate the charter and there are no repercussions?

    Why are employees retaliated against for reporting violations?

    Why has the city failed to establish a competent program to handle the vermin problem?

    Why can department heads chose what policies and procedures they want to follow?

    The list goes on……

    Surely you cannot be intimidated by “the few” of us who read the blog!!!!

  25. Grandma Suzzane – did I really say the folks are lazy. No I did not. I asked why you keep harping on the city administration but you never say a word reminding home owners of their responsibilities. While it is true that most homeowners try to keep up their yards etc. rats go where the food source is so someone is not doing something right. As for not attending the South End Homeowners Association meetings. I made a committment to Kiwanis and our meetings are on the same night as their meeting therefore I can’t attend. A new year is upon us and my hope is that the council works together, gets things done and get along with each other. I am here to work for ALL of the citizens not just the few that write on this blogg.

  26. Well, Constitution, Mrs. Horvath never answered me when I asked – since you’ve sanctioned (censored) the City Clerk, what about the mayor? Why wasn’t he sanctioned or censored when a law suit was brought against him for a “hostile work environment” – an action VERY SIMILAR to Walt’s. The woman in the mayor’s office was moved to another office, too. Where does this law suit stand now? The only difference (in my estimation) between Walt and the mayor is that Walt SAID something. The mayor deviated (don’t you just love that pun) by using CITY-OWNED EQUIPMENT to commit his. It’s been years and we haven’t heard a thing. You know, what I find REALLY puzzling is where is the Dearborn Press and Guide in all that is going on in the city? We have a lawsuit brought against someone else in this city who – again in my estimation – if found guilty should not only lose his job but his pension. But from what I’ve been told, he won’t lose his pension. I also understand that there is a video for this transgression that has been shown to one of the bigger newspapers and they, too, haven’t done anthing about it. Not a word in the press. And you wonder why we stand up at council and say – I’m getting so I don’t believe a word my government tells me. And you – Dearborn Press and Guide – wonder why you’re having a problem making ends meet? If you don’t REPORT the news, what is your purpose?

  27. Can someone tell me why they don’t put city logo on all there cars in this city. I just had a new furnace and air put into my home the inspector came out if the company didn’t tell me some was coming out from the city I would have not know who this person is.     I don’t need to get a life, I have a very fine one with my husband, my daughter, son-in-law and grandsons. We all call Dearborn Heights home. I enjoy watching my grandsons play on the same ball fields I did as a child. However, I see our life in Dearborn Heights threatened because of what is happening in our city. I fight because my family’s life in this city is being threatened.

    Funny I never heard any of your ideas over the past two years; just put-downs on ideas Janet gave to the council. Please tell me what they were as I did miss a meeting or two. Now is your chance.

    Yeah, Janet had a lot of face time but it was to bring ideas and concerns to the meeting. These ideas were the results of hours of research and study.

    You ask why I don’t question the people in the neighborhoods that have rats. This statement just goes to show how out of touch you are.

    I don’t need to say anything to these people about cleaning up their yards. They already do that, in fact, they even clean up the parks within their area. How dare you insinuate that the rat problems are caused by their laziness. Shame on you.

    You know nothing of this hard working group of people, because you don’t take the time to attend their meetings or listen to what they are saying.

    The laziness lies within the council and administration. Period!! The years and years of abandoned houses that turn into rat havens for both rodent and human. The lack of ordinance enforcement to prevent these houses from turning into blight, the lack of a “sound” pest control program; even when one was handed to the administration on a silver platter by the same people you call lazy. They are doing as much as they can to make their neighborhood nice. Time for the council to get off their butts, stop bloviating and help these people instead of putting them down or blaming them for the problem.

    As a councilperson you should be outraged that when the mayor was called out on his lack of action on a vector control program that was handed to him on a silver platter; he walked out of the meeting and dropped the F-Bomb on the two people he had invited into his office.

    Tell me where is your angst against such behavior by an elected official.

I remember the mayor saying at the Mayor’s Forum that one of the most important things “we” can do as elected officials is to show respect to the citizens. And now you infer that the “conditions” in the city are the fault of the citizens. My neighborhood is clean and one of the nicer ones in the city and I still have rats! The mayor said while trying to be re-elected that he was sending the Ordinance Officers for Vector training. They went to two meetings and never showed up again. We don’t have an Animal Control Officer so the mayor has decided to give that job, too, to the Ordinance Officers. You USED to stand up to the mayor, Marge. You don’t any longer. You just “go along.” We didn’t elect you to “go along.” Not with this mayor. SOMEONE has to stand up to him and his little assistant, but I understand all of you are afraid of her. This is now his feifdom. He does what he wants,when he wants and the hell with the rest of us (and you, I might add). I hear he’s inferred this is his last run as mayor (Thank you, Jesus) but he’s already picked his successor (who’s 12 by the way) and our mayor wants to be the new State Rep. God save us from that, please. And by the way, Marge. With 19% of the total number of voters voting, I think you, Kosinski, and Paletko got elected again because of apathy. If more of those voters watched the city council meetings either by showing up to the actual meeting or watching them on TV, I think the election would have been vastly different.

  35. Grandma Suzanne GET A LIFE!!! Yes I am a Senior Citizen and proud of it. I will put my senior ideas up against yours any day of the week. Do you think I got re-elected because people like me? I know many don’t but I do things for them on a daily basis anyway. Just because I don’t pat myself on the back publicly at every council meeting or any other venue where I have a voice doesn’t mean I don’t work for the citizens. You spout about the conditions in some areas of the city and you keep saying that the administration nor the council wants to do anything about it. I never hear you asking the folks that live in the area to clean up their yards, pack garbage neatly, don’t put trash out before the time allowed, clean up their gardens and fruit trees and I could go on. Yes there is some responsibility from the Ctiy but the biggest responsibility rests on the home owners.

  36. I am a senior citizen. That being said; we do not have a council who represents all the people in this city. We have a group of mostly senior citizens on the council who see things only from an elderly prospective. They fear change, even if its a good change and that is why instead of doing something about the problems in our city (rats, blight, crime and accountability for the money spent), they puff themselves up by bloviating at council meetings to make it look like they are actually doing something. To them it is not the subject at hand but how long they can get face time on the camera to give the illusion that they are actually doing something. I have watched this going on for over two years.

    I had to laugh at the last council meeting when they started arguing amongst themselves. They are already starting to feed on each other instead of “that young whipper-snapper Janet with all her new fangled ideas.”. This is what we can expect in the years to come. Will this city survive this council? Heck No!!!! We are already seeing signs of their lack of action in our city. Too bad, my husband and i had hoped to stay in this city till we couldn’t take care of our house. We had hoped that when we had to move we would sell our house to some young family and know that our city was still growing. However, with this council all we will see is that our house will not be bought by some young family but will instead be rented out to people who don’t care about property ownership and will probably wreck all the hard work my husband and I have done. After it is wrecked beyond repair it will sit abandoned to be stripped of everything usable and will be left to the elements like many other houses in the city. Instead of being inhabited by the sounds of children, the only sounds to be heard will be the scurrying of rats.

    Think I am being overly dramatic, think again and go to southwest Dearborn Heights where the rats, blight and crime are already increasing at an alarming rate.. Go up and down the streets of this section and see for yourself what the lack of council action has done to this neighborhood. The people in this section are fighting for their lives and taking on chores that our city should be doing in an effort to keep their neighborhood from turning into a scene from Detroit. However, without the support of council these brave souls are barely treading water.

    Nero fiddled as Rome burned. Nero Horvath, Nero Kosinski, Nero Berry, Nero Baron and Nero Apigian talked as Dearborn Heights disintegrated. They will share the same legacy as the first Nero; for they are persons so out of touch with the majority of the citizens of their city that they allowed their city to be destroyed as they sat talking, talking and talking at the council table. .

    (a)
    Certification of eligibles. Whenever any certification is made by the civil service commission from an eligible list to fill a vacancy, an initial job opening, or promotion in the service, the names of the three (3) persons standing highest on the list shall be certified, and the appointing authority shall appoint one (1) of the persons so certified to fill such vacancy.

  38. Just a thought but if some of the fight has gone out of Councilwoman Horvath, perhaps she shouldn’t have run. She seems to have enough fight for Janet, though. Talk about misplaced anger. I sure don’t know why she has a bug up her – – – – with Janet. Seems it’s more personal than professional. In either case, it’s JUST SO MUCH FUN (not) to watch them fight amongst themselves. At the last council meeting, Berry accused Apigian of making a condescending remark. As far as I could tell, Apigian (yes, Apigian folks) was the ONLY sane voice. Janet wanted some things investigated and Berry suggested the administration investigate. Apigian spoke up and basically said – you want them to investigate themselves? Sorry, Berry, but I’m with Apigian. What a foolish (to say the least) suggestion to make, Berry. And another suggestion – if you’re “too busy” to do the job you were elected to do, perhaps YOU shouldn’t have run either. So – out of the 7 council members we have one crabby old lady who shouldn’t have run again, one clueless senior citizen who hasn’t kept up with new and – wait for it – INNOVATIVE IDEAS that are out there today (techies?? – really Kosinski), one who’s “too busy” to do the job he was elected to do, one who’s Captain Milktoast, one whose good ideas and legitimate questions have been voted down by the rest of the clown car, one who every once in awhile comes up with a good idea and all the rest of the time is “out to lunch”, and one who keeps trying and keeps telling us how great she is but without Janet will never get anywhere. That’s our council, folks. While I applaud anyone who “wants” to make a difference, if you’re not going to make a difference – STEP ASIDE for someone else who could have made a difference.

  39. Historical Dearborn Heights Council Meeting.

    Councilwoman Horvath in action, enjoy watching her serving the public, and according to her, mayor Paletko hired an employee not the way it suppose to.

    Councilwoman Horvath: Why not acting on Mr. AbdelHak Request for investigating mayor Paletko based on his public allegations of misconduct by the mayor on the same issue (hired a employee not the way it suppose to)? Act and investigate and clear out this issue.

    Ms. Horvath were is transparency? Public allegations are only allegations no more no less and clear them out serves the public.

    Just to set the record, the DH charter allow for the hiring of a temporary full time employee to fill a position created by an “EMERGENCY” situation only – without civil service process. The emergency situation must be documented for every hiring to fill an “EMERGENCY” position.

    The question is: what was the “EMERGENCY SITUATION” that the mayor hired that employee based on?

    That what Councilwoman Horvath was asking about back than? What happen since then? Any changes about the facts? Is the employee was hired to fill a position created by an “EMERGENCY SITUATION” for the NSP? or the Human Resources? or the mayor office? or what? or all? and if yes what was the “EMERGENCY SITUATION” that the mayor acted based on?

    Councilwomen Horvath: Do you have an answer to those questions? May be? And if not? Ask!

    Just clear this issue publicly!
