Whine and It Will Come.

Last night at the wrap up for the budget it looks like the Clerk will be getting a new hire after all… How you ask with the city in a financial mess? Good question one I don’t have the answer to the Mayor made it clear to all departments that he did not want them asking for any new hires. I guess the Clerk didn’t get the memo not that he would have paid any attention to it any way. Since wearing the crown on his head it seems that the clerk rules the roost over at city hall.. The Council Chair said “we have to listen to what he needs he knows what he needs.” Yes I’ve no doubt about that and so do all the other departments over there they would all like to have more people working to get the job done, but they can’t ask for more personal. They got the memo and listened they are all working with less and getting all of the work done in their departments. So why can’t our newly crowed Clerk get his done?

Couple of weeks ago someone who works for the county told me after they heard that he was asking for more hires in his office. They said “do you have any idea how many Clerks in Wayne County are working by themselves?” They went on to say to me “Come on Kathy how much work could this man have in a city of 57,000 residents.” “What happened to his I can work within the budgetary constraints that the city now finds it’s self in.” To these questions and more I have no answer. Why the council is even considering this is again something I have no answer to. Why is it all right to give him and no one else? Oh sorry I take that back the council is approving a new hire in the Assessors office. It’s my understanding they did not ask for the new hire the council decided to give it to them.

One thing we should all understand the Deputy Clerk/Council Sec position has to be tested for and a panel of 3 clerks from different city’s if I understand right conduct the interviews they then give the Clerk three names. He picks one of the three. Now what makes the Clerk think the Union is going to let him turn a Union position into a non-union position. The Council is going to look into this some more to see if they can do it or not What? Come on people you all but gave him his extra employee and you are considering giving him that too. You know  as responsible parents we never give our children what they want when they whine well I didn’t, but looks like that’s just old school thinking the new way of doing things the one that whines the most gets it all. So to all of you department heads at city hall let this be a lesson to you WHINE your fool heads off if you want something.

Council votes on the budget  Monday if you have any concerns call your council before then.

  1. Even if the newspapers don’t get back to you, the topic may end up on someone’s plate as a research assignment. If it looks like a viable story, they won’t throw it away.

  2. I sent an inquiry to the State about what can be included in a municipal water bill (since the Property Tax provision is a State Law). It usually takes the State a month or so to research an inquiry and reply. When Jennifer Granholm was AG, their office always replied, so I’m hoping for the best.

  5. Sorry Lilcin, but the HO was passed to save our City not just the officers. What Councilman Berry and others on the Council and in the city are asking is that they give out tickets during their normal working hours. Not get an extra incentive (over-time) to do their job. Then to take a large portion of that over- time and have it rolled into the DROP. That’s why some are calling it the Blue Flu they show up to work, but are not writing the tickets during their shifts. This is a small group officers that was getting this ticket for over-time not every officer.

At least Councilman Berry came out and said in public what many on that council have been saying in private for years. I’ve said many times it’s not the officers fault the blame should be laid at the feet of the Mayor. Doesn’t make a difference if Councilman Berry supported this Mayor in the past. I was one of his biggest supporters until I stopped drinking the “kool aid” took a look around and found out for myself what’s going on in this city. As a taxpayer you, me, and the Councilman have ever right to question what is being done in this city. He has his opinion as do all of us.

Do I advocate getting rid of 16 officers NO, do I think there must be reorganization in that department yes and by the way the Mayor said he was going to do that years ago. Just one more thing he never did big surprise. We need new thinking in our city the same old same old isn’t going to work.

  10. Legal precedent, water charges…

    STATE OF MICHIGAN

    SUPREME COURT

    BOLT v CITY OF LANSING

“We granted leave to appeal in this case to determine whether the storm water service charge imposed by Lansing Ordinance No. 925 is a valid user fee or a tax that violates the Headlee Amendment, Const 1963, art 9, § 31.1 We hold that the storm water service charge is a tax, for which approval is required by a vote of the people. Because Lansing did not submit Ordinance 925 to a vote of the people as required by the Headlee Amendment, the storm water service charge is unconstitutional and, therefore, null and void.”

    1. Having someone with no labor relations background negotiating union contracts
    2. Burying non-water charges in the municipal water bill which is, by State Law, a Property Tax

It goes against the union so fill it or leave it empty no part- trimmers. If its some work for elections he does have a separate budget for that and experienced staff on a part time bases.

I would like to see everyone on the council and in the mayor’s office gone, gone, gone but I think it would be better to wait to closer to the election and then perhaps 4-6 weeks prior we need to blanket this city with papers telling of the mayor’s tricks and lies and the council’s inaction against him and his assistant. People just don’t do the investigation into those running for office. We need to open their eyes about what’s really been going on. We need to tell them that our mayor and council convinced them to pass the HO and haven’t done one thing since to make any cuts. We also need to tell them about our Clerk who ran on a ticket of “running the office by himself” and then once elected has done nothing but whine and now has another body to add to the payroll. We need to cite actual examples for their convenience.

  16. Tom,

You state “I suggest residents focus your attention at the bullseye and don’t be distracted by personality issues…” What you call personality issues, the citizens call “spending more unnecessary money.” How many city cars are still being taken home unnecessarily? Does parks and rec and the building director still take home a city car? How much overtime is being approved? why? How many pension upgrades have been given? (dpw) If giving additional staffing is only a personality issue, why not give each department additional staff? After all, these issues are not the “bullseye”! However, these issues are additional drains on the budget. They will increase the deficit. Yet, the council continues to approve questionable and/or unexplained expenditures. The council continues to rubber stamp requests for additional spending. It would seem that the council would want to scrutinize ALL expenses. If you only focus on the “bullseye” and fail to monitor all other spending, you are failing. It would behoove you to look at the total picture and not just on the “bullseye”. And, citizens are “up in arms” that their tax dollars are being wasted. Look at all the wasted money! If you take care of the small things, they can add up to big things!

  18. Amen, bitsy and most of the rest of you with exception of the Mayor’s puppet T. Berry who obviously has entered a re-election mode and is trying to erase his contributions to this mess or his lack of contribution. I am so tired of hearing about the Police and Fire and their putting their life on the line, blah, blah, blah! 90% of yearly fire runs in this city are rescue runs, traffic accidents etc. not fires. These whining Police Officers have a safer life than all the rest of us, they have unbelievable authority to violate our constitutional rights at any time and they get to carry a big ole gun on their hip, so man up if its too much for you go get a different job. This is nothing more than a bunch of spoiled greedy children stomping their feet in a temper tantrum wanting more, but the fault is the dysfuntional parents (Mayor and the “Little One”) who have created this environment. Are you all aware that a five-year police officer has a yearly salary of $65,000.00, can make another $30,000.00 in overtime writing tickets and then they get 80% of that ($72,000.00 on the low end) as a pension plus health care for the rest of their life! Plus a ton of other benefits you don’t even know about, like a $35,000.00/year benefit package (while they are still employed) and four free years of service time meaning you can retire at 21 years with 25 years, and the firemen get the same thing. With all that is going on in this country economically and our households, how dare you!!!! To my fellow residents here is what I’ve done. I went out and bought a couple guns, everyone in my family knows how to use them. I asked my wife and kids, “hey if you see anything wrong with me, would you mind driving me to the hospital. Then I went and bought several more garden hoses and showed all of them how to turn on the water in case of fire. Who needs you! And Mr. Berry quit writing in this blog we are not idiots we’ve been watching your performance for years and you’re just making a fool out of yourself acting like you also are a victim, you are not, YOU ARE PART OF THE PROBLEM!

  21. I agree, and I really wish the HR dept was funded to hire someone with a labor relations background who can go to the table with the unions and negotiate contracts that are acceptable to all parties. Still very disappointed that Clerk’s office got more resources. Mostly because the Clerk committed to running that office with budgetary constraints as part of his campaign. He should be held accountable and forced to do it – just as Clerks all over SE Michigan are. In cities of 57,000 residents it’s unknown to have 3 fulltime employees in that office plus a council secretary.

  22. In all fairness. Mr. Berry suggested a cut to the police dept. that would have resulted in layoffs. He did so based on the Plante and Moran audit that stated DH has 20% more police officers than those in cities that are comparable to DH in fiscal position. It was a well thought out suggestion with facts behind it. If you didn’t attend the meeting – you would not have heard the discussion.

  23. If anyone wants to read the legislation the Mayor and Chief referenced it is House Bill 5287 (2010) It is important that you know the year to google or you will not get the right bill. It clearly states that police cannot be given a QUOTA of tickets to write and have it be part of their appraisal process. It does not say they cannot be questioned or disciplined for NOT writing tickets. Also, as I googled I found that in the 2007- range of time the DH police were writing substantially more tickets per shift than surrounding areas. Don’t take my word for it – google it yourself.

  24. Your an elected council person and your promoting the layoff of our police officers. I cannot believe that you would even make that comment. You must not care about the safety of your residents. Police and fire are the last people I would want to see laid off. After your last few postings I think that you need to step down. I agree the police and fire contracts are very good, but after all you voted for them. It is my understanding that the fire contract you just approved contained a 10% pay cut, but after all the hidden benefits they received it actually gave them a 9% raise.
Maybe you and the council should fight with the Governor and get back the taxpayers revenue sharing that we paid and start doing what is best for the
    city.

  25. I don’t know were you will be in five minutes, but you are right on the money with some of this. The police and fire should not be able to hold us hostage. Maybe we should privatize those services or purchase the services from somewhere else. The blue flu can be terminal. They are there to do a job and if they don’t want to do it, they should be fired.

As for the city only open for business for four days a week. I can live with that. Although with better management and better decisions we would not of had to.

You act like the city is the only one having hard times. Remember us? We are the ones who have to pay all the bills. Anyone who makes decisions, whines about not getting theirs or doesn’t take into consideration those out here who are struggling don’t deserve the services they are getting.

Let’s get this straight. No one is entitled to anything they have not paid for.

  26. NOW you’re complaining about what was given to the Police Department? Why didn’t you stop our mayor from sending his high school only assistant to negotiate the contract? Why didn’t you and the rest of the council stand up to him? Why don’t you EVER stand up to him? You can’t even stand up to her. Why did you approve the Clerk getting another body? BTW. This IS NOT a personality issue. Don’t cry on my shoulder, Mr. Berry. Time for you to man-up and do your job!

  27. I’ll tell you what, Rose. They BETTER NOT touch my library or I’m going to be up in arms. Out of all the services I use in this city, this is the one I use the most. The number of books has already been cut back across the state. And if you’re listening council, DO NOT – I repeat – DO NOT come to me for more money for the library. We’ve already funded the library so there should be no problems. And with your track record and the mayor’s so far, it would be the height of gall to come to me for more money. Mr. Berry (above) calls for privatization of some police services. Isn’t that what the HO was supposed to avoid? I am SO fed up with you people.

  28. Point taken, but I haven’t had time to write about the rest of the meeting as for this being personal it’s not I just wanted the man to live up to what he said during his campaigning. I don’t beleive that is to much to ask from an elected official seeing as he’s not going to there really isn’t anything left to say about him. I hope the residents don’t vote for him next year and hopefully someone will run against him.

  29. I was disappointed in the entire budget. Eton stays open, the clerk, the assessor and HR all get at least additional part time help. Cuts were not deep enough.
Substantial money was taken from police department with reason. $500,000 cut was overtime used to compensate for writing tickets – as Janet Badalow said we shouldn’t incentivize people to do their jobs. Both Chief and Mayor stated that legistlation passed last year prevented them from telling officers to write tickets. The legislation actually prevents a them tellling police how MANY tickets to write. – saying to police to do their job and enforce the law (traffic or otherwise) is reasonable. Enforcement of laws is part of job description. This cut does not impact the ability for police to provide security and protection for residents.

How is it that all the Clerk has to do is complain and he gets another body to handle the work when everyone else is making do? You say it’s difficult, if not next to impossible to work with this administration. He doesn’t give you any information. How about saying NO until he does furnish the information? You know what that word is or has our council forgotten how to say it? Let’s hope some new people step up to run for the council positions in the new election. We need to broom all of you. 32. Dear Bloggers,

I’m very disappointed to read that the aforementioned is what you took from the budget wrap up meeting.

We met well past 11pm and many recommendations were made with many issues remaining.

This site and those reading should be concerned with the lack of services due to a four day work week and the exhorberient budget granted to the police department.

Our streets, medians and hall services are embarrassing. The Blue Flu is alive and well. From sources directly benefiting from their actions they say its a joke. Citizens should be up in arms that their tax dollars are being wasted.

We should layoff and consider privitizing some services or functions of the police department. We are being held hostage by some of them and residents will pay the price over the long haul…..

I suggest residents focus your attention at the bullseye and don’t be distracted by personality issues…

    Respectfully,

    Tom Berry

Of course the Headlee override they got is not nearly enough. And the administrative fee had to go all the way back up. They will think up anything they can as long as they don’t have to make the tough decisions.

Once they get reelected they might make some adjustments. Don’t count on anything to difficult. General fund bonds are coming. I’m sure of it.
